WASHINGTON, D.C. – FAMM today congratulates team member Katrina Baugh on her promotion to Vice President of Policy, effective September 10, 2026. She has also served as FAMM Senior Policy Director and Illinois Policy Consultant.

Baugh brings extensive experience in non-profit management, advocacy, community organizing, and direct lobbying. As FAMM’s Senior Policy Director, she managed multi-state legislative and non-legislative policy work and provided support and technical assistance to policy makers and second look advocates.

As FAMM’s Illinois Policy Consultant, Baugh spearheaded FAMM initiatives at the state level including Credit for Change, a policy which would incentivize good behavior, programmatic engagement, and positive personal transformation for approximately 13,000 members of Illinois’ incarcerated population currently excluded from these incentives.

“Katrina believes deeply in the humanity and inherent dignity of every person, while understanding that dignity and accountability can—and must—coexist,” said Dr. Shaneva D. McReynolds, President of FAMM. “She brings that belief to her work with conviction, compassion, and a clear understanding of what it takes to turn advocacy into meaningful change. Katrina’s leadership will help strengthen FAMM’s work across the country as we advance smart, fair, and effective policies grounded in our belief in justice that heals—not harms.”

“It is an honor to continue working with the FAMMily and our incarcerated loved ones to build a more fair and humane criminal justice system,” said Katrina Baugh. “Incarcerated people and their loved ones outside of prison know better than anyone what needs to change. Together, we will continue to change hearts and minds, champion improvements to our system and build more pathways for our people to get home.”

Outside of her work with FAMM, Baugh is a Co-Founder of Radical Hospitality Ministries, which serves individuals being released from incarceration in DuPage County, Illinois.

Before joining FAMM, Baugh held leading roles in other non-profits including Parole Illinois, The People’s Lobby and the Justice Debate League. She is trained as a restorative justice practitioner and community organizer. She also played a major role in implementing and defending the Pretrial Fairness Act in Illinois where she also established several court watching programs.
